Since the adoption of a new Maryland Gun Safety Act of 2013 we have been inundated with questions.
Citizens of Maryland are now subject to the Law that even lawyers find confusing.
We help people to find their way through some aspects of this legal maze by offering Handgun Qualification class as required by the new law.
Basic premise of this new law, as pertains to people who intent to buy a regulated firearm (handgun and some semi-automatic rifles) are requirements to pass a Firearm Safety and Operation class, have their fingerprints taken by a LiveScan operator and submit an application with supporting documents, a passport size photo and a $50 fee to the Maryland State Police.
There are several “quarks” that must be observed for the application process to go smoothly:- Evidence of the class must include Instructors QHIL or QHIC number. Number will be provided by your instructor at the end of the class and will be also printed on you class Certificate. You can go to Maryland Gun Training Center website now to schedule your class.
- Fingerprints must be taken within 30 days or less before application is submitted.
- Application must be filled out online at https://emdsp.mdsp.org/egov/Login.aspx
Because bulk of our business is introducing to firearms people with no prior experience or knowledge of them, we pay maximum attention to all aspects of safety.
Besides HQL classes we offer:
NRA Basic Pistol shooting class, NRA Shotgun Shooting class, Basic Rifle Shooting class, NRA Personal Protection inside and outside the Home.

About HQL (Handgun Qualification License)
Unless otherwise exempt, as of October 1, 2013, a Maryland resident must possess a valid Handgun Qualification License before he/she may purchase, rent, or receive a handgun. Details on exemptions may be found below. You do not need a Handgun Qualification License to own a gun you already have. The Handgun Qualification License is only needed for purchasing, transferring, or renting a regulated firearm.

You will learn:
Overview of the State Firearm laws (what constitutes a regulated firearm, how to properly purchase or transfer a firearm, where allowed to carry or transport a firearm, when necessary to possess a carry permit, who is prohitited from possessing firearms and state laws relating to minors, permissible levels of force, use of deadly force) Home Firearm Safety (safety rules, storage) Handgun Mechanisms and Operations (nomenclature, proper operation, safe handling, cleaning and mainitenance, ammunition, loading and unloading of ammunition) Operation and Handling Demonstration (student demonstration of safe handling of a fiream in the classroom, live fire exercise at the range) The Firearms Safety Training Course must be instructed by a Qualified Handgun Instructor. -
